THE FEDERAL GOVERNMENT’S PLAN TO RETAIN THE COLLECTION OF VALUE ADDED TAX, VAT DESPITE A FEDERAL HIGH COURT RULING HAS HIT A BRICK WALL AS THE NATIONAL ASSEMBLY REJECTED A PROPOSAL SEEKING TO SHIFT THE COLLECTION OF VAT FROM THE CONCURRENT TO THE EXCLUSIVE LEGISLATIVE LIST, EFFECTIVELY LEAVING THE DECISION TO THE SUPREME COURT WHICH IS HEARING THE MATTER.

A FEDERAL HIGH COURT HAD LAST YEAR RULED THAT STATES HAD THE POWERS TO COLLECT VAT BUT THE FEDERAL GOVERNMENT  OPPOSED THE RULING  AND CONTINUED TO COLLECT VAT WHILE IT PROJECTED THAT IT WOULD COLLECT 2.2 TRILLION NAIRA IN 2022 THROUGH THE FEDERAL INLAND REVENUE SERVICE, FIRS.

MEANWHILE, THE REGIME OF PRESIDENT MUHAMMADU BUHARI ALSO INCORPORATED VAT COLLECTION IN ITS FINANCE ACT 2021 AND INCLUDED IT IN ITS 2022 BUDGET, A MOVE THAT PUT THE GOVERNMENT ON A COLLISION COURSE WITH THE SOUTHERN GOVERNORS’ FORUM AS IT WAS REPORTED THAT THE FIRS HAD ALSO LOBBIED THE NATIONAL ASSEMBLY BY SENDING A PROPOSAL TO THE HOUSE OF REPRESENTATIVES SEEKING TO MOVE VAT COLLECTION TO THE EXCLUSIVE LIST.

SENATE/2022 ACT

A BILL SEEKING TO AMEND THE 2022 APPROPRIATION ACT HAS SCALED SECOND READING IN THE SENATE.

THE BILL, SPONSORED BY THE SENATE LEADER, YAHAYA ABDULLAHI SEEKS TO AMEND THE 2022 BUDGET BY MAKING PROVISIONS IN THE SUM OF OVER 1.52 TRILLION NAIRA FOR CAPITAL EXPENDITURES AND OVER 43.44 TRILLION NAIRA FOR RECURRENT WITHOUT INCREASING THE BUDGET DEFICIT.

PRESIDENT MUHAMMADU BUHARI IN A LETTER TO THE NATIONAL ASSEMBLY DATED 10TH OF FEBRUARY, 2022 UNDERSCORED THE NEED TO REMOVE ALL CAPITAL PROJECTS THAT WERE REPLICATED IN THE 2022 APPROPRIATION ACT,  DISCLOSING THAT 139 OUT OF THE 254 PROJECTS IN THE BUDGET TOTALLING 13.24 BILLION NAIRA HAD BEEN IDENTIFIED FOR DELETION.

THE PRESIDENT ALSO REQUESTED THAT AN ADDITIONAL PROVISION FOR 2.557 TRILLION NAIRA BE APPROPRIATED BY THE NATIONAL ASSEMBLY TO FUND THE PETROL SUBSIDY IN THE 2022 BUDGET FRAMEWORK WHICH WAS REVISED TO PROVIDE FULLY FOR FUEL SUBSIDY, AMONG OTHER REQUESTS.

MEANWHILE,  THE SENATE PRESIDENT, AHMAD LAWAN AFTER THE BILL SCALED SECOND READING REFERRED THE SAME TO THE COMMITTEE ON APPROPRIATION FOR FURTHER WORK, GIVING THE COMMITTEE ONE WEEK TO REPORT BACK TO THE CHAMBER IN PLENARY.

ONDO/AKOKO MONARCHS

MONARCHS IN AKOKO LAND OF ONDO STATE’S NORTHERN SENATORIAL DISTRICT HAVE PROTESTED THE ROTATIONAL SYSTEM OF ELECTING LAWMAKERS IN AKOKO NORTH-EAST AND AKOKO NORTH-WEST LOCAL GOVERNMENT AREAS THAT MAKE UP THE FEDERAL CONSTITUENCY.

THE PROTEST RISING FROM THEIR MEETING HELD AT THE PALACE OF OLUKARE IN IKARE- AKOKO, OBA AKADRI MOMOH, THE MONARCHS, NUMBERING 28 SAID THE ROTATION ARRANGEMENT IN THE FEDERAL CONSTITUENCY WHICH MAKE UP AKOKO NORTH AHEAD OF THE 2023 GENERAL ELECTION HAS BEEN ABOLISHED.

MUSLIM COMMUNITY IN OYO STATE HAS RESOLVED TO MOBILIZE MEMBERS TO ENSURE THAT A MUSLIM FROM THE SOUTH EMERGES AS PRESIDENT OF NIGERIA IN 2023.

THE ORGANISATION,  IN A COMMUNIQUE SIGNED AND ISSUED BY ITS CHAIRMAN AND SECRETARY-GENERAL, ISHAQ SANNI  AND MURISIKU SIYANBADE, RESPECTIVELY AT THE END OF ITS EXECUTIVE AND STAKEHOLDERS MEETING IN IBADAN EXPLAINED THAT SINCE NIGERIA GOT INDEPENDENCE IN 1960, NO SOUTHERN MUSLIM HAS EVER OCCUPIED THE NUMBER ONE POSITION IN NIGERIA AND NOT EVEN THE NUMBER TWO SEAT.

WHILE STRESSING THAT THEY WOULD TAKE THE STEP THROUGH PHYSICAL EFFORTS AND SUPPLICATIONS TO ALMIGHTY ALLAH, THE DUO CLAIMED IT IS THE TURN OF A MUSLIM FROM THE SOUTHERN REGION TO BE PRESIDENT OF NIGERIA  AS  THEY FURTHER VOWED TO MOBILISE  FOR  ANY  MUSLIM  FROM THE SOUTHERN PART OF THE COUNTRY WHO INDICATED INTEREST TO BE PRESIDENT IN 2023.

RUSSIA’S FOREIGN MINISTER, SERGEI LAVROV HAS WARNED THAT A THIRD WORLD WAR WILL BE NUCLEAR AND DESTRUCTIVE.

LAVROV GAVE THE WARNING AT A CONFERENCE IN GENEVA, SWITZERLAND AS THE FALLOUT OF HIS COUNTRY’S INVASION OF UKRAINE INTENSIFIES, SAYING IT IS UNACCEPTABLE FOR  RUSSIA THAT UNITED STATES NUCLEAR WEAPONS STILL REMAIN IN A NUMBER OF EUROPEAN STATES IN CONTRADICTION TO THE BASIC POINTS OF THE TREATY ON THE NON-PROLIFERATION OF NUCLEAR WEAPONS.

THE MINISTER WHOSE REMARKS ALSO CAME JUST DAYS AFTER PRESIDENT VLADIMIR PUTIN WARNED THAT ANY NATION SENDING TROOPS TO UKRAINE WOULD FACE SEVERE CONSEQUENCES, IN A THINLY VEILED THREAT DIRECTED AT NATO NOT TO GET INVOLVED STATED THAT ANY WORLD WAR IN THE FUTURE WOULD BE FOUGHT WITH NUCLEAR WEAPONS.
